Village Council 

The Village's governing body is a nonpartisan, five-member Village Council. Three of the five members are elected every two years, in the November general election in odd-numbered years. The two candidates receiving the most votes are elected to four-year terms, and the candidate with the third highest total receives a two-year term.

Council members elect their own president Council, through an advisory and public hearing process, writes the Village's laws and sets the government's direction and priorities in services. Council meets the first and third Mondays of each month at 7 p.m., in the Council room in the Bryan Center. The meetings can be productive, and local residents may present concerns and offer opinions on Council's actions.

Serving on a renewable three-year contract at the discretion of Village Council, the Village Clerk is responsible for publishing and recording all actions of Council, advertising public hearings and meetings, and maintaining permanent records of the municipality. The Clerk’s office is a point of information and communication for the residents of the Village of Yellow Springs. Public records, files and current topic information are available for review during regular business hours.

Send letters to Council to the Clerk, who will place them in the online packet and forward to the appropriate parties.  Letters for inclusion in packets should be received by 10am on the Friday preceding a Council meeting.

Mayor’s Court

The Mayor of Yellow Springs, Pam Conine, holds Mayor's Court twice a month in the Council Chambers on the 2nd Floor of the John Bryan Community Center at 100 Dayton St. The Mayor is supported by the Clerk of Courts, MacKenzie Baird. 

The Yellow Springs Mayor's Court hears misdemeanor offenses that occur in the jurisdiction of the Yellow Springs Police Department. Other types of cases heard by the Mayor's Court include, but are not limited to, zoning cases, passing bad checks, assaults, animal-related cases and tax-related cases.

Felony cases are filed with the Greene County Municipal Court by the Yellow Springs Police Department. Mayor's Court does not hear juvenile cases. Cases in which a defendant is under 18 years of age are transferred to the Greene County Juvenile Court.

Citations

You can check on fines and fees here. Citations may be paid by check or money order via mail. Payments can be mailed with the signed citation to the above address. To make payment by credit or debit card, please click on the tab on the right-hand side of the page or click here. The Clerk of Court is checking emails daily and returning calls as soon as possible. Please leave a detailed message with your name and phone number if you have any questions or experience any issues using our online payment system.

Weddings

If you and your partner would like to get married by the Mayor of Yellow Springs and would like more information, please contact the Clerk of Court's office at (937) 767-3400 or email the Clerk at mbaird@vil.yellowsprings.oh.us.

In order to be married, please make sure that you have already obtained a marriage license. If one party of the couple is a resident of Ohio, your license can be from any county in Ohio. If neither of you are residents, it must be obtained in the county where you wish to have your marriage performed, which would be Greene County in order to be married in Yellow Springs. There is also a $50 fee, payable by cash or check to the Yellow Springs Mayor's Court. If you bring cash, please bring EXACT change. You may also prepay online here, please write "WEDDING" in the space for a ticket number. 

Weddings are generally held in the Council Chambers. However, Mayor Pam has performed weddings outside or elsewhere in the Village upon special request.

The Village Manager, Johnnie Burns, is appointed by Council to oversee the daily operations of the Village. By Charter, the Village Manager is responsible for the following departments: human resources, water, sewer, streets, electric, finance, police, planning and zoning, parks and recreation. The Village Manager also acts as staff liaison to the Human Relations Commission, the Energy Board, the Environmental Commission and the Library Commission.

The Village Manager has an administrative assistant, Erica Thomas, to coordinate projects across all departments.

The mission of Yellow Springs Community Access is to work with local government, community members, and community organizations to create and broadcast programs that promote a sense of community and celebrate individual expression, local achievements, learning, cultural exchange, and civic engagement. What YSCA provides

Cooperative Economic Development Agreement

The terms of the agreement allow for a smoother process for annexation and utility extension for the purpose of economic development on specified properties. Welcome to the Village of Yellow Springs Finance Department 

The Village of Yellow Springs Finance Department provides accounting and financial management in support of all Village operations. This department is responsible for various financial functions including:

The Miami Valley Township Fire-Rescue Team serves as the fire department for the village. The volunteers continue to provide service to the Village of Yellow Springs by responding to a myriad of crisis throughout our community - under the direction of Fire Chief Collin Altman.

Lawson Place Apartments

In a historic effort to preserve, and develop affordable housing options, the Village of Yellow Springs purchased 10-12 Lawson Place in January 2022. Even though the apartments are owned and run by the Village, the complex is not a part of Public Housing. The Village does accept Section 8 vouchers.

Due to high demand but limited availability of housing that is affordable, the Village of Yellow Springs has developed a lottery system selection process for interested renters. Once a unit becomes available, the Village will publish the information with a given submission deadline, and the public will have the opportunity to submit their contact information to be considered for the vacancy.

To ensure fairness, a random number generator will sort and select a name from those submitted, and that person will be contacted to start the official application process. In the event that the individual initially selected through the lottery system does not qualify or is unable to take possession of the apartment within a given time period, an additional random number will be generated and the process will continue with a new applicant.

Once randomly selected, an official rental application will need to be completed, including a $39.99 fee per applicant. This process will be conducted via the rental property website portal that the Village utilizes called RentRedi. Along with the official rental application, applicants will also be required to complete a background check and verify income.

• Background Check: Applicants are required to pass a background check which includes: rental history & evictions, criminal history, and credit report.

Income Verification: Applicants are required to complete the income verification process. Successful applications will have income equal to or greater than 3 times the monthly rent of $721 per month. In the event that the applicants income is below the minimum, a co-signer that meets this criteria is able to be added.

Apartment rentals include heat, water, and trash. All tenants are responsible for their own electric and are required to establish an account with the Village Utility Department.

Gaunt Park, located on West South College Street, is the Village's largest park and is home to the public swimming pool. The two softball diamonds at Gaunt Park are used by men's and women's leagues and Perry League, the local tee-ball program. The Yellow Springs Youth Baseball Program also plays at Gaunt Park every summer.

Six miles of railroad right-of-way, acquired by the Village, are now part of the Little Miami Scenic Bike Trail. The local bike path, popular with bicyclists, skaters and walkers, links Yellow Springs with Springfield to the north and Loveland to the south. The Yellow Springs Train Station is located next to the bike path and provides trail support, including public restrooms. The facility also houses the Yellow Springs Chamber of Commerce.

The Village also owns Ellis Park, on Polecat Road, just north of the Village limits, which has a pond and a picnic area. Several small neighborhood park areas are located throughout town.

The Utilities Office is located on the first floor of the Bryan Center. There is a customer service window that accepts utility bill payments and is open from 8am – 4:30pm Monday through Friday. 

The Utility Clerks are available to assist customers with questions and concerns regarding their utilities or billing between 8:00 am and 4:30 pm Monday through Friday by calling 937-767-7202 and selecting option 2. 

The Utilities Office is staffed by one full-time Utility Billing Clerk and two part-time Utility Clerks. They provide the following services to customers in person and over the phone:

  • Signing up new customers for service
  • Processing payments
  • Selling trash stickers and bags
  • Assisting customers with budget billing
  • Calculating and processing monthly utility bills
  • Accepting work orders
  • Assisting customers with solid waste related services which are contracted through Rumpke
  • Providing customer service for Village residents and businesses concerning their utilities and billing
  • Adding and removing customers to our Automatic Check Withdrawal service
  • Providing information to customers regarding area programs that provide financial assistance for utility bills

Brad Ault, Superintendent of Water & Wastewater, and his staff are responsible for making sure that your drinking water meets OEPA standards and is safe to drink.  They also ensure that the system is reliable, there is sufficient pressure throughout the system and that enough volume and pressure are available to adequately support the hydrants in case of a fire in the Village. The Village of Yellow Springs Water Treatment Plant is made up of three major components:  the Water-supply Wells, the Water Treatment Plant and the Water Storage Towers and is rated a “Class 1 Plant”. These components must all function together for the system to meet the Village’s water demands.  Special licensure is required to run the Plant; Brad Ault holds a Water Supply Class III , Kevin Martin, Class I, Jeff Horn, Distribution 1 and Dale Fisher, Collection 1.

Yellow Springs built the existing water treatment plant, located off Jacoby Road, in 2016. Four production wells are also located in that same area. The 1.0 MGD treatment plant is designed for iron and manganese removal, softening and for disinfection we use sodium hypochlorite. The Village discontinued fluoridation in May 2011, after fifty years of adding it to the drinking water.  Yellow Springs has two standpipe style water towers located at Gaunt Park on South College Street. Together these towers are rated at 2.0 million gallons, or about four days of supply at the average daily design flow of 0.5 million gallons a day.

The Village of Yellow Springs Active Transportation Plan is an effort led by the Village’s Active Transportation (ATP) Committee. The Plan builds on existing plans to develop recommendations that guide the construction of active transportation facilities, like sidewalks and trails, as well as to develop new programs and policies that support active transportation.

The Plan 
also provides the Village with an actionable road map for improving community mobility, with a focus on health and sustainable travel modes. The components – policy, program, and capital project recommendations – work in tandem to create a more complete and equitable transportation system for all users.

$1.6 million ODOT Safety Grant ATP projects 2020-2025
The Village was awarded a $1.6 grant by ODOT to make several improvements to walking paths and sidewalks over the next five years.  The projects funded include reconstructing the multi-use path along Dayton Street from Enon Road to Elm Street, Curb extensions, high-visibility crosswalk markings, and signs at five intersections along Dayton Street and Xenia Avenue, improving Little Miami Scenic Trail (LMST) crossings, and more.

In 2017, Yellow Springs was awarded ODOT’s Safe Routes to School (SRS) Grant for $65,000. The project expanded sidewalks and crosswalks from Fairfield Pike, through North Winter, to connect children walking to school to existing sidewalks in town.

Our Building Department services the community of Yellow Springs, OH. We use NIC to conduct our building plan review and building inspections. We do all disciplines (structural, gas, mechanical, electric, fire/life safety) except plumbing.

Village staff is involved at building permit application intake and completion. Please submit all building permit applications to Village staff at permits@yso.com. Village staff will call you to collect the initial deposit/payment then send the plans to NIC and Public Works for review. NIC will contact you if they need additional information (and the Village so we are in the loop). Once plan review is complete NIC will inform the Village of the approval and the Village will call you to collect the remaining fees. For building inspections call NIC at 937-433-4642.

A Zoning permit is required with every building permit. For additions, decks, and new dwellings that do not require any other type of Zoning permit, use the New Construction form. 

If the total impervious surface area will increase you are required to submit a stormwater management plan with the building permit.

If you will be conducting work in the right-of-way (sidewalk, road, driveway apron) you will need a Working the Right-of-Way permit. These should be submitted to permits@yso.com. For more Working in the Right-of-Way information click here.
