Village Manager's Report

For the September 6th, 2005 Council Meeting

The following report is intended to supplement the information related to the upcoming Village Council meeting. Council Items:

First Reading of Declaration of Conservation Area Easement: This Declaration prohibits construction of residential or commercial buildings in on a 14-acre easement area on the east side of the Glass Farm. It also creates easements for, storm water management and detention facilities.

Second Reading of Thistle Creek PUD-R Preliminary Plan Approval: This step is analogous to the rezoning process in standard development. Since the land will be subdivided into lots for sale, approval of the final plan will also require Council action.

Second Reading of Amendment to Section 206.02 Disposal of Surplus Property: This legislation was developed by Manager Hillard and Solicitor Chambers. It allows for items valued under $1,000 to be disposed of by the Village Manager without prior Council approval. The current process will remain for items of greater value.

Award of Bid for the 2005 Street Reclamation Project: This will repair the worst sections of Corry, Allen and West Limestone streets using the same techniques we used on King and E. Center College streets last year. We will utilize approximately $77,000 of Permissive Tax funds. The delay of the Dayton Street project until 2006 has resulted in the availability of the remaining $35,000 of general fund money for this work.

Award of Bid for the 2005-2008 Fuel Purchase: This will fix the price for gas and diesel fuel to $0.075 above wholesale through 2008. We currently pay $0.08 above wholesale.

Declaration of Surplus Property: These are the items with possible values of $1,000 or more to be sold by sealed bids. There are 6 vehicles, a backhoe and 5 miscellaneous items.

Agenda Planning:

Supplemental Appropriation – Emergency repairs at the Wastewater Treatment Plant, and interest and fees on a payment to AMP-Ohio, require the passage of Supplemental Appropriations at the October 3 rd meeting. We will also make adjustments to departmental budgets in anticipation of our needs for the remainder of 2005.

Final Thoughts:
Meetings - I attended the dedication of the renovation of the Science Building at Antioch College, the Dayton Area Mayors & Managers Association Banquet at Wright Paterson AFB, and met with YS Chamber of Commerce & Miami Township Fire & Rescue regarding October Street Fair Planning.
