Phil Hawkey, Interim Village Manager
First Reading of Zoning Code Amendment: BZA Quorum – Planning Commission passed a motion recommending this legislation at their October 10 th meeting. Currently the BZA quorum is four for a board of five. The likelihood of conflicts of interest in a town our size, coupled with normal absences can make it difficult to obtain a quorum. Solicitor Chambers recommends that we change to a quorum of three, as is the case for Council and Planning Commission.
First Reading of Ordinance to Approve a Conservation Easement on Glass Farm This ordinance will approve the specific wording of the easements for drainage and conservation that were the topics of Ordinances 2005-18 & 2005-22.
Resolution of Support for State Issue 1 - The main component of this statewide issue is the reauthorization of the current Ohio Issue 2 program. The program provides funds for major infrastructure projects through 75% grants and zero percent interest loans. We have used these funds in the past and will need them in the future. Next year’s Dayton Street project will use an Issue 2 grant approved this year. It is critical that we continue to have this source of funds available.
Updates:
Traffic Signals – As the contractor completes the last few details of the project, we continue to focus on all the little details that make a big difference in the efficiency, utility and safety of the system. Citizens’ comments are providing us with much of the information we need to make the system work smoothly.
Street Reclamation Project – Work on Corry, West Limestone. South High, East Herman, Spillan and Allen is scheduled to begin on the 31 st of this month and be completed in three weeks. Our crew will begin preparation of the berms, drainage, etc. this week.
Library Entrance Improvements – Are underway at the southeast entrance.
Budget – Department heads will submit preliminary budget figures to me by October 28 th. Our goal is to have the 2006 budget in place by the end of December.
