Manager's Report
For the June 6th, 2005 Council Meeting
The following report is intended to supplement the information
related to the upcoming Village Council meeting. If you have questions
or comments about these or other issues, please feel free to give

A. Council Items:
Supplemental Appropriations Ordinance: Enclosed
in the packet is a Supplemental Appropriations Ordinance for first
reading. A memo is included which outlines the changes from the adopted
budget. I expect Supplemental Appropriations legislation to be presented
every quarter year, to adjust the appropriations to the issues that
occur. Please call me if you have any questions.
Income Tax Residual Balance : The Village no longer
utilizes the Income Tax Fund – Special Revenue for the collection
of income tax. This change was a result of a comment from the State
Auditors office regarding transfers. However, the fund has approximately
$159,000, which the legislation authorizes the Finance Director to
be transferred to the General Fund.
B. Agenda Planning:
RITA Presentation: The Regional Income Tax Association
(RITA) is planning to send a couple representatives to the June 20,
2005, Council meeting to outline the service provided by RITA, and
to answer questions. If you have specific inquires related to service,
please give me a call so I may follow-up with RITA before the presentation.
2006 Tax Budget : Annually, the County requires
the presentation of a Tax Budget, to justify the receipt of property
taxes collected by the County for the Village. On Monday evening,
I will be providing the prepared document for your information. A
public hearing will be scheduled for June 20, 2005.
C. Additional Issues:
Caboose Task Force : I have started the recruitment
of members for the Caboose Task Force. If you have names of individuals
who would be interested, have them call me. So far, Karen Wintrow
from the Design Advisory Commission has volunteered. The Village
Planner will ask the Planning Commission for a volunteer at the next
meeting.
Xenia Sludge Contract : As a result of the OEPA
Waste Water Treatment Plant (WWTP) review, and to better manage sludge
removal at the plant, I have signed on behalf of the Village a one-year
contract with City of Xenia to receive the Village’s sludge.
In the past, we were hiring a company to place the sludge on farms.
The contract with Xenia will help us remove sludge on a regular basis,
without the seasonal issues, which occur when applying to farms.
2005 Pool Season : The pool officially opens this
weekend, with life guard training complete, and enthusiasm running
high. As we did last year, I will be meeting with the pool managers
weekly to understand the pool issues, and create expectations on
service and cost control. I hope this year brings great weather,
and a safe pool season. Season passes may be purchased at the pool
during open hours, 1:00pm to 7:00pm. Also, the Village will continue
lap swim during the hours of 12:00pm to 1:00pm and 7:00pm to 8:00pm.
Further, the pool is available for private parties after 8:00pm.

Final Thoughts…
During this period, I have
worked on the 2006 Tax Budget, met with the Greene County Managers
Association and started to catch up on issues with citizens and staff.
I appreciate the support the community, Village Council and staff
provided during my leave, and specifically want to thank Phil Hawkey
for his contributions as Acting Village Manager. The Village will
continue to focus on service, get projects on line and work to make
