Village Manager's Report

For the December 5, 2005 Council Meeting

The following report is intended to supplement the information related to the upcoming Village Council meeting. Council Items:

First Reading of Ordinance to Approve Thistle Creek PUD, Phase 1 - Council passed legislation earlier this year approving the preliminary plan and establishing PUD-R zoning. Planning Commission recommended approval of this 22-unit residential development at their November 14 th meeting. The developers have submitted plans conforming to the conditions set by Planning Commission. Council has until December 21 st to hold its public hearing and act.

First Reading of Ordinance to Approve Birch 3, Section 2 – Planning Commission recommended approval of the second and final section of this 5-lot residential subdivision at their November 14 th meeting. The developers have submitted plans conforming to the conditions set by Planning Commission. Council has until December 21 st to hold its public hearing and act.

Emergency Ordinance Approving a new Western Area Service Group (WASG) Pool Agreement: Our current pooled power purchasing agreement has been modified to include Piqua and Celina. The new agreement has provisions that protect the purchasing advantages that the current members enjoy.

Emergency Ordinance Approving a new Mutual Aid Agreement through AMP-Ohio: The legal team at AMP-Ohio has revised the agreement to comply with established practices, new laws and to provide for interstate assistance.

Resolution Approving a new Master Service Agreement with AMP-Ohio - The legal team at AMP-Ohio has revised the agreement to comply with established practices and new laws. This replaces an agreement we originally approved in 1985. All existing purchasing schedules remain intact.

Resolution Approving Policy re: Surplus Items under $1,000: The Village Solicitor has rewritten the policy based on the comments from our last meeting. I feel that it provides the appropriate amount of control and flexibility to dispose of the surplus items in a fair and ethical manner.

Updates:

Street Reclamation Project – The contractor has completed the work for this year. All streets are complete with the exception of West Limestone, which will receive a finish course of asphalt in the spring. Much of the asphalt was placed under conditions that were outside of our specifications. This was done at the contractor’s option and risk. All work will be subject to warranty and retainage until we are satisfied with the strength and integrity of the pavement.

Glass Farm Detention Basin Project – Work is delayed until soil conditions become more favorable.
