Manager's Report
For the April 4th, 2005 Council Meeting
The following report is intended to supplement the information
related to the upcoming Village Council meeting. If you have questions

A. Council Items:
Customer Disconnect Process and Utility Dispute Resolution
Board : First reading of this ordinance that will replace
Chapter 1040 of the codified ordinances. Staff met and reviewed
the third draft of this legislation. The finance director then
consulted with Chester Willcox on the legislation being considered.
Award
of Bid for Bucket Truck : A single bid of
$85,479.00 was received. Two other vendors requested bid information
and elected not to bid. Our budget for this purchase was $102,000.
Farm Lease: The only field lease up for consideration
this year is the 13-acre hay field east of the Public Works Facility
on the Sutton Farm. The term of the lease is extended to 5 years
since the field needs reseeded. The expected life of a newly seeded
hay field is 5-7 years. The extension of the term should allow the
farmer to recoup the initial investment and benefit from the later,
more productive years. Bids are due on the 4th.
FEMA Reimbursement: This
legislation required for us to recoup a portion of the costs we
incurred during the snow emergency in December.
Award of Audit Contract : Qualifications and Proposals
for the 2004-2005 5-year audit contract were received on March 7th.
Four bids were received and reviewed by the Finance Director. Clark,
Schaefer, Hackett & Company’s $55,000 proposal ($11,000
per year) was determined to be the best of the bids.
B. Agenda Planning:
Engineering Contracts for the Dayton Street Improvement
Project and the Northern Gateway Project: Statements
of Qualifications were received from eight firms for each of these
projects. Initial ranking is complete and reference checks are
in progress. I plan to have negotiated contracts ready for Council
before the April 18th meeting.
Supplemental Appropriations: Staff will prepare
a supplemental appropriations ordinance for the April 18th meeting.
The Greene County Park District has indicated that no additional
legislation is needed from us at this time for the Ellis Spur Project
to move forward. With that deadline gone, staff plans a department-by-department
review before submitting this legislation for Council approval.
