Manager's Report
For the January 3, 2006 Council Meeting
The following report is intended to supplement the information related to the upcoming Village Council meeting. Council Items:
First Reading Ordinance to Establish Educational Institution Zoning for the McGregor portion of the Center for Business & Education - Planning Commission recommended approval subject to two conditions:
- That the applicants provide an accurate legal description and map of the area to be zoned, and include the adjacent area within the road right-of-way of E. Enon and Dayton –YS Roads.
- This has been done and appears as Exhibits “A” & “B” attached to the legislation. The addition of the right-of-way increased the size of the property to 11.1221 acres. However the usable area remains 10 acres.
- That the planner provides a cost benefit analysis of the proposed use. It is included with the legislation.
- I stuck with the basics and resisted the temptation to launch into “what ifs” regarding future possibilities for McGregor. Updated payroll information from McGregor is included. The payback on the electric utility extension was calculated by dividing the anticipated cost of materials by the average revenue from two buildings of similar size and use.
- Pluses include temporary construction jobs and increased electric receipts. These are set against small reduction in property tax, infrastructure cost for the electric utility and increased infrastructure to maintain & area to patrol.

To everyone, department heads, staff, council and commission members, for the positive spirit of cooperation through all the changes and difficulties we encountered in 2005. I enjoyed (for the most part) the challenges I faced while serving as acting and interim manager. The people around me were the difference that made it exciting and fun, rather than exciting and scary.
I developed a sincere appreciation for Chief Grote and Finance Director Potter, who I had not worked closely with before. Their solid and professional approaches to their jobs were essential, given my scant previous experience with police work and budgets.
Special thanks to Ed Amrhein. He picked up all sorts of projects and duties that I needed to drop along the way. Things got done, and were done well.
