CALL TO ORDER
Arnett called the meeting to order at 7:02 p.m.
ROLL CALL
Tony Arnett, Denise Swinger, Mary Alexander, George
Pitstick and Jocelyn Hardman were present as well as the Village
Manager, Rob Hillard.
ANNOUNCEMENTS
Arnett- The Community Forum dates are Feb. 28 th,
Mar. 9 th and Mar. 15 th.
Benning- The Clerk received an annexation request
from Education Village Inc. on February 14 th. The request is scheduled
for Council consideration at the April 18 th Council meeting.
Hillard- Police Captain John Grote has been appointed
the Chief of Police. Grote will be sworn in at the March 7 th Council
meeting.
REVIEW OF THE MINUTES
Review of the minutes from the February 7, 2005 regular meeting.
Pitstick MOVED and Alexander SECONDED a MOTION for APPROVAL of the
minutes as amended. The MOTION PASSED UNANIMOUSLY.

PUBLIC HEARINGS/LEGISLATION
1st Reading on amended ordinance #2005-04 Amending
Section 206.01 Service Contracts-Competitive Bids Pitstick MOVED
and Hardman SECONDED a MOTION for APPROVAL. This ordinance contains
more specific procedures for awarding service contracts. The MOTION
PASSED UNANIMOUSLY. The second reading and public hearing was scheduled
for March 21, 2005.
Resolution #2005-12 Case Manager for the Village
Mediation Program Agreement. Swinger MOVED and Alexander SECONDED
a MOTION for APPROVAL. The resolution explains that Tucker Malishenko
was appointed as the Case Manager of the VMP and that Village Council
approves the agreement with VMP in the amount of $6,000. The MOTION
PASSED UNANIMOUSLY.
CITIZENS CONCERNS
There were no comments from the audience.
SPECIAL REPORTS
Annual Report – Library Commission. Martha
Gardin, Executive Director of the Greene County Library presented
a report from Amy Killoran, Convener of the Y.S. Library Commission.
Gardin explained that the Commission is currently lacking one member
and a replacement has not been yet made. Current members are Mary
Alexander, Connie Collett, Sheila Darrow, Rebecca Eschliman, Martha
Gardin and Amy Killoran.
Gardin further explained that the Y.S. Community Library has a new
boiler thanks to the Village. The Commission has been involved with
the planning for a three-phase renovation project, which will improve
accessibility to the library. Funding for the first phase of the
renovation project will come from the Village of Y.S., the Y.S. Library
Association and the Y.S. Community Foundation. (See report for details).
Annual Report – Planning Commission.
Bruce Rickenbach, Chairperson
for the Commission reviewed their Annual Report. The current members
are Steve Deal, Dawn Johnson, George Pitstick, Bruce Rickenbach and
John Struewing.
Rickenbach reported the Commission had completed the its top four
goals from 2004 which included the rewrite of the Planned Unit Development
Zoning, a survey regarding building impediments to construction in
the Village, defining the Urban Service Boundary and the creation
of zoning regulations for sexually oriented business. Rickenbach
added that results from the Impediment survey will be available soon
and that the Commission is currently addressing the Urban Service
Area.
The report also included a listing of additional recommendations
from Planning Commission regarding various zoning issues. A list
of their 2005 goals was attached to the report. (See report for details).
OLD BUSINESS
Community Forums. A special notice will be placed
in the Y.S. News, Channel 13 and on the village’s website announcing
the dates and times of the forums. Tony Arnett, Bruce Rickenbach,
Rob Hillard and Phil Hawkey will be the presenters at the February
28 th forum.
NEW BUSINESS
Water Modeling Study. John Eastman, Engineer from
LJB gave a presentation of the review that was conducted of the Village’s
water distribution system, based on pressure and volume. This latest
information will aid in future capital projects. Capital projects
that are currently identified (an 8” water line on S. Walnut
and Short Sts., a 10” line on Corry St. and on Herman St.,
an 8” line on Livermore and one on King St.) Village Planner
Phil Hawkey and staff members Mike Applin and Troy Slone were also
available to answer questions. (See report for details).
Code Red-Reverse 911 System. Kent Bristol, Executive Director of
Miami Valley Cable Consortium gave an overview of the system. This
system is used as a mechanism to alert villagers of emergencies
such as boil water alerts, missing children or adults.
Police Chief Grote further explained that this works with landlines
or cellular phones. The system will make three attempts to each number.
Grote added that the most important process would be getting all
phone numbers from villagers.
The base charge for the system is $2000 per year. Hillard stated
that he hoped to have the system in place by Spring 2005.
MANAGER’S REPORT
Hillard reported that the Village would have approximately
$80,000 in its Permissive Tax account. He proposes to use this money
to repair bad road sections on Limestone, Allen and Corry streets.
Council agreed to discuss this further at their March 7 th meeting.
Hillard also requested and Council agreed to add to the February
28 th special meeting an action item regarding a request from Morris
Bean. The request is to allow Morris Bean to connect to the Village’s
sanitary sewer system.

Swinger reporting about the latest Chamber of Commerce meeting
explained that the membership had questions about whether the Dayton
Street Project has actually been completed. Street lighting, signs
and other aesthetics were to be added at the end of the project.
Hillard reported that signage would be completed but there were some
budgeting issues regarding the additional street lighting.

The next meeting of the Council
of the Village of Yellow Springs will be held at 7:00 p.m. on Monday, March
7, 2005 in Council Chambers, John Bryan Community Center,
100 Dayton Street.
